Preheat your oven to 375°F (190°C).
In a large skillet, cook the ground beef over medium heat until browned. Drain excess fat.
Add the chopped onion and minced garlic to the skillet. Cook until the onion is translucent.
Stir in the flour, salt, and pepper. Cook for another minute.
Gradually add the beef broth, stirring constantly until the mixture thickens. Remove from heat and set aside.
In a mixing bowl, combine the flour and butter for the crust. Use a pastry cutter or your hands to mix until the mixture resembles coarse crumbs.
Gradually add the ice water, mixing until the dough comes together. Divide the dough in half.
Roll out one half of the dough on a floured surface and fit it into a pie dish.
Pour the meat filling into the crust.
Roll out the second half of the dough and place it over the filling. Trim and crimp the edges to seal.
Cut a few slits in the top crust to allow steam to escape.
Bake in the preheated oven for 45 minutes, or until the crust is golden brown.
Let cool for a few minutes before serving.
